Traditional 911 service will work as usual. The text-to-speech options that Google is rolling out when placing an emergency call (911) will work as long as you have some level of cell connectivity. If the emergency call is routed over WiFi, the options will still be present during the call, but the operator will not be able to receive the information sent to them through the text-to-speech service.
