No. You may see a notification for a new voicemail, but you will not be able to listen to that voicemail directly from the notifications menus. You will need to press and hold 1 in order to access voicemail for Samsung phones with Android 9.
Additional Notes
Samsung S8 updates to Android 9 were made official in April of 2019.
