Yes. Your phone will need a connection to either cellular data or WiFi in order to complete the purchase.
Note: Data purchases and other service-related uses of cellular data work even when you have no purchased data amount available for your personal use and do not count against your purchased data amount. The phone's status bar must show a cellular data connection (3G, 4G, LTE), or WiFi connection in order for a data purchase to process.
