Although you do go through the activation process when inserting the new SIM card, there is no additional charge involved as you're still using the same phone and same plan. The screen shown is only confirming your plan, phone number, and payment information to ensure that the correct information is on record. This also confirms that you're activating the correct phone number.
If you do see that you're having to input credit card or other billing information while simply swapping SIM cards, you may be creating a new account. This is due to using a different email address than the one tied to your current account. Be sure to use the same email address that is already tied to your Republic Wireless account during SIM card activation.
