The source of the arc is a Republic Wireless notification on your phone. In cases like this, there happen to be two separate notifications at once from the Republic Wireless app instead of the usual one, which creates the second icon.
For example, if at the time of the double arc you were to open your notifications, the first notification may say "You're connected to [your home network name]", and the second notification "Republic Wireless has enabled the WiFi radio".
